California's Clean Air Vehicle (CAV) Decal Is Ending

The California DMV has announced that the Clean Air Vehicle HOV sticker program will end completely on September 30, 2025 - and no decals will be valid after that date.
Program Overview
The CAV decal program, allowed qualifying low-emission and zero-emission vehicles - including many electric and plug-in hybrid cars - to use High Occupancy Vehicle (HOV) lanes regardless of how many people were in the vehicle.
It was created to encourage drivers to switch to cleaner cars by rewarding them with faster commutes.
Why Is It Ending?
The change is happening because the program’s federal authorization under Section 166 of Title 23 of the United States Code is expiring. Without a federal extension, California must end the program statewide.
Important Dates
Final day to apply for a new decal: August 29, 2025
Last day any decal will be valid: September 30, 2025
After that date, the HOV lane rules will return to normal: you’ll need two or more occupants (or three in some locations) to use the lane.
What This Means for You
Even if your decal was issued recently, it will still expire September 30, 2025.
Driving in the HOV lane without meeting the occupancy requirement after that date could result in fines of several hundred dollars.
